I didn't even know about these until today! I came across them on http://www.hasbro.com/gijoe/en_US/. Short C.G.I. stuff, but fun to watch. There are about 9 episodes, so far.
These appear to follow right after Rise of Cobra (with no explanation on how Cobra Commander, Baroness or Destro escaped). Episode 7 in particular is a tribute to "Silent Interlude", and has Scarlett being rescued by Snake-Eyes from Destro. I hope they include these with the DVD release of Retaliation. That would be neat.
I apologize is this has been mentioned elsewhere, but I didn't notice a thread for it.

i watched these a few weeks ago after they were mentioned in a series of g.i.joe articles by a dutch writer. at least i think he was dutch. justin bell posted a link on his generalsjoes.com website were he was interviewed by the writer.
anyways i recently watched all 9 episodes of operation hiss on youtube.com. it looks like it could've been animated by the same company who put out the rise of cobra videogame in 2009.
the only one i liked was perhaps ep9. honestly i felt the rest were just bad. still i'm a completist when it comes to joe comics, animation and movies so i would like to download them if anyone has them.

Maybe we'll get lucky and they'll include them with the G.I. Joe: Retaliation DVD? (fingers crossed)
